The government of Donald J. Trump just published a National Security Strategy document, which includes its objectives and strategies to deal with domestic and international issues.  It is a significant departure from the objectives and strategies the nation has followed historically. Essentially, it describes a posture in which narrow national interests will prevail over international cooperation. It describes a world where nations are in intense competition with one another, to be seen with distrust and as potential prey, rather than as allies and friends. In such a world the prevailing strategy must be based on financial, political and military force.

 If  this guide is applied as written the United States will no longer be a leader in international cooperation but a greedy bully to be feared.

THE DOCUMENT STARTS WITH A BRUTAL DISQUALIFICATION OF ALL PAST U.S. ADMINISTRATIONS

  It says: “American strategies since the end of the Cold War have fallen short—they have been laundry lists of wishes or desired end states; have not clearly defined what we want but instead stated vague platitudes; and have often misjudged what we should want. President Trump’s first administration proved that with the right leadership making the right choices, all the above could—and should—have been avoided, and much else achieved. He and his team successfully marshaled America’s great strengths to correct course and begin ushering in a new golden age for our country…. And continues: “Our elites badly miscalculated America’s willingness to shoulder forever global burdens to which the American people saw no connection to the national interest. They overestimated America’s ability to fund, simultaneously, a massive welfare regulatory-administrative state alongside a massive military, diplomatic, intelligence, and foreign aid complex. They placed hugely misguided and destructive bets on globalism and so-called “free trade” that hollowed out the very middle class and industrial base on which American economic and military preeminence depend. They allowed allies and partners to offload the cost of their defense onto the American people, and sometimes to suck us into conflicts…”.

This salvo is applied across the board, to all democratic and republican administrations of the last three decades, an attack on what has been a  bipartisan U.S. national policy of global integration and free trade that has made America a worldwide leader.

Immediately after this tirade, which includes the inevitable praise to Trump, the next paragraphs prove wrong what has just been  said:

“America retains the world’s most enviable position, with world-leading assets, resources, and advantages, including: • A still nimble political system that can course correct; • The world’s single largest and most innovative economy, which both generates wealth we can invest in strategic interests and provides leverage over countries that want access to our markets; • The world’s leading financial system and capital markets, including the dollar’s global reserve currency status; • The world’s most advanced, most innovative, and most profitable technology sector, which undergirds our economy, provides a qualitative edge to our military, and strengthens our global influence; • The world’s most powerful and capable military; • A broad network of alliances, with treaty allies and partners in the world’s most strategically important regions; • An enviable geography with abundant natural resources, no competing powers physically dominant in our Hemisphere, borders at no risk of military invasion, and other great powers separated by vast oceans; • Unmatched “soft power” and cultural influence; and • The courage, willpower, and patriotism of the American people…”.  

If the above is true, which essentially is, how can the authors of the document explain that such a positive U.S. national standing could exist if past administrations were as ineffective as they claim?  The positive U.S. national characteristics listed above cannot be the product of the few months Mr. Trump has been in the presidency but, most definitely, the product of consistent national policies applied by previous administrations.  

In fact, the few months Mr. Trump has been in the presidency have been characterized by mass firings of public employees, marches and countermarches about trade tariffs, browbeating of allies, rude claims on territories belonging to friendly countries, elimination of foreign aid, use of the armed forces for domestic repression, attacks on education, science, environment and the application of excessive force to immigration control, a complete reversal of the policies that led in the past to the favorable standing of the United States in the world.

UNCOUTH PREDICTIONS ABOUT EUROPE

Speaking about Europe the document says: “European economic decline is eclipsed by the real and starker prospect of civilizational erasure. The larger issues facing Europe include activities of the European Union and other transnational bodies that undermine political liberty and sovereignty, migration policies that are transforming the continent and creating strife, censorship of free speech and suppression of political opposition, cratering birthrates, and loss of national identities and self-confidence. Should present trends continue, the continent will be unrecognizable in 20 years or less. As such, it is far from obvious whether certain European countries will have economies and militaries strong enough to remain reliable allies. Many of these nations are currently doubling down on their present path. We want Europe to remain European, to regain its civilizational self-confidence, and to abandon its failed focus on regulatory suffocation. This lack of self-confidence is most evident in Europe’s relationship with Russia”.

This is a rude attack against the main allies of the United States. Both Trump and Vance have been particularly aggressive with Europe in the past, voicing similar criticism and making predictions which are, at best, hypothetical and politically damaging. In fact, many of the charges made against Europe in this document can be made against Trump’s presidency, including the suppression of political opposition, unhealthy immigration policies and extorsion of institutions which depend on federal financing.  

STRATEGIES FOR THE WESTERN HEMISPHERE

The document says: “After years of neglect, the United States will reassert and enforce the Monroe Doctrine to restore American preeminence in the Western Hemisphere, and to protect our homeland and our access to key geographies throughout the region. We will deny non-Hemispheric competitors the ability to position forces or other threatening capabilities, or to own or control strategically vital assets in our Hemisphere. This “Trump Corollary” to the Monroe Doctrine is a common-sense and potent restoration of American power and priorities, consistent with American security interests…... We will reward and encourage the region’s governments, political parties, and movements broadly aligned with our principles and strategy. But we must not overlook governments with different outlooks with whom we nonetheless share interests and who want to work with us…. 

The United States must be preeminent in the Western Hemisphere as a condition of our security and prosperity—a condition that allows us to assert ourselves confidently where and when we need to in the region. The terms of our alliances, and the terms upon which we provide any kind of aid, must be contingent on winding down adversarial outside influence—from control of military installations, ports, and key infrastructure to the purchase of strategic assets broadly defined… we should make every effort to push out foreign companies that build infrastructure in the region” ….

These ideas reinforce the concept of the western hemisphere as the U.S backyard, although the so-called Trump Corollary adds a stronger tone of conquest  to the relationship. The Monroe doctrine was essentially designed to protect Latin America from European intervention.  The Trump corollary is designed to promote U.S. intervention in Latin America. The corollary is offensive, not defensive oriented. The western hemisphere, suggests the document, will be a kept mistress, a “handmaid”. The U.S. will reward not only governments but also “political parties and movements, provided they side with us”. Ideology no longer would play a part. U.S. presence and influence will not be connected to promotion of democracy but can exist in countries under a dictatorship, provided there is an alignment with U.S. interests.

This attitude has already been apparent in the recent relationship of Trump with Brazil, El Salvador, Argentina and Honduras, probably also with Venezuela. With Brazil he tried to bully Lula to free Bolsonaro but failed. In Argentina he has placed President Milei in his pocket by giving him money. In Honduras he is intervening openly to try to have one of the candidates elected. Bukele is already his puppet. This is not a strategy to win friends but to force the U.S. presence in the region.

Un bochornoso espectáculo fue protagonizado por el adulante presidente de la FIFA, la Federación Internacional de Futbol, y el presidente perdonador de narcos, Donald Trump. Se trata del otorgamiento a Trump, por parte del meloso Gianni Infantino, presidente de la FIFA, de una medalla de oro y de una réplica del trofeo de la FIFA, un premio creado a toda carrera por la FIFA para adularle a trump o, probablemente, pedido expresamente por el narcisista presidente, quien ya nos tiene acostumbrados a esos episodios vergonzosos. 

El mismo presidente se puso, muy orondo, la medalla, mientras el invertebrado Infantino le decía: “Esta medalla se la puede poner para ir adonde usted quiera, presidente”, temblándole la voz de emoción.

Este nuevo acto del personaje que está temporalmente en la presidencia de los Estados Unidos pertenece a la antología mundial de la cursilería y de la sicofancia.

 EL FANTASMA DE LAUREANO VALENILLA LANZ CAMINA POR LOS ESTADOS UNIDOS


Laureano Vallenilla Lanz fue un destacado intelectual y político venezolano de la primera mitad del siglo XX, autor de la tesis del gendarme necesario, dada la naturaleza rebelde e indisciplinada del pueblo.

Quién sabe si su obra “CESARISMO DEMOCRATICO” haya sido fuente de inspiración para lo que estamos presenciando en los Estados Unidos, es decir, la aparición de un sistema fascistoide de gobierno, denominado por sus promotores CESARISMO ROJO.

De manera lenta pero progresiva la ultraderecha estadounidense ha estado promoviendo la tesis de una solución autoritaria a lo que perciben como el avance de las ideas de sabor socialista. Casi inevitablemente esta tesis ha ido tomando cuerpo en la figura de un líder que se libere de limitaciones constitucionales para restaurar la “fortaleza del pueblo”.

La necesidad de tener un Cesar en los Estados Unidos fue promovida por Michael Anton, un asesor de Donald Trump y miembro del centro de reflexión conservador CLAREMONT,  https://www.claremont.org/ , idea que tomo fuerza  en 2020, en medio del tumulto que llevo a la derrota de Trump en las elecciones presidenciales.

Anton publico un libro llamado THE STAKES en el cual definió el llamado CESARISMO ROJO, como “una forma de gobierno de un solo hombre, a medio camino entre la monarquía y la tiranía”. En ese ensayo Anton argumento que los Estados Unidos estaba en declinación, manejado por burócratas, con universidades donde florecían ideas diabólicas, con una economía fraudulenta y mucha corrupción. Como esa situación era inaceptable, como la democracia había sido remplazada por una burocracia inefectiva, era necesario encontrar una nueva manera de ejercer el poder. Esta idea gano mucha aceptación entre los conservadores. Entre muchos otros, la de un hombre de industrias llamado Charles Haywood, fundador de un grupo llamado the Society for American Civic Renewal, ver: https://en.wikipedia.org/wiki/Charles_Haywood ,  quien decía:  “Apoyo la idea de un Cesar Rojo, ya que Cesarismo es un sistema natural, sucesor de la monarquía”.

Con promotores como estos, la idea del cesarismo rojo fue tomando forma en los Estados Unidos, a semejanza de lo que ocurría en otros países como Hungría, donde Viktor Orban y su estilo monárquico de ejercer el poder era visto como un buen modelo. Kevin Slack, un autor ultraconservador opinó: “La nueva derecha considera necesario un Cesar rojo”,  un líder que gobierne al margen de la constitución.  Esta idea fue acogida y elaborada por miembros del Instituto Claremont, como el mencionado Anton y John Eastman, ambos asesores de Donald Trump.

La tesis que anima a los pioneros de este concepto fascista es que solo un líder autoritario puede terminar con el “estado profundo”, a fin de imponer orden en el país. Donald Trump se ha convertido en este Cesar. Según piensan los promotores del movimiento autocrático solo un líder semi monárquico como él puede restaurar la supremacía blanca y ponerle fin a lo que la extrema derecha llama el gran remplazo, la conversión de la sociedad estadounidense en una sociedad de color.

El analista Jonathan Baird dice, ver: https://www.concordmonitor.com/2023/10/15/my-turn-red-caesarism-threatens-democracy-and-the-rule-of-law-52605692/ que este movimiento también tiene una dimensión religiosa, de evangelistas cristianos, los cuales se han convertido en una de las bases electorales de Donald Trump.

Otra de las características de este “cesarismo” es el apego a la violencia. Quienes difieren de su línea deben ser “ejecutados por traidores”, recordemos el caso del Jefe del Estado Mayor de las fuerzas armadas, Mark Milley, quien critic’o a Trump, o  el caso de los congresistas que han llamado a la fuerza armada a no obedecer órdenes ilegales. En ambos casos Trump ha pedido la pena de muerte para ellos.   

Un aspecto resaltante de esta nueva tendencia autoritaria es el tratamiento de los inmigrantes, a quienes se persigue como criminales, dándole a ICE, la policía inmigratoria, cuotas diarias de 3000 inmigrantes de países del tercer mundo a ser detenidos, promoviendo la violación de sus derechos humanos y de las leyes del país.  

Este estilo monárquico hoy imperante en los Estados Unidos incluye la utilización de las agencias del estado para llevar a cabo las tareas de venganza personal del “Cesar”.

Lo que fuera una simple especulación intelectual en centros de reflexión conservadores de los Estados Unidos ha materializado en la figura imperial, autocrática, antidemocrática de Donald Trump.
